Tata Motors Foundation’s Integrated Village Development Programme Empowers Over 4,500 Lives in Uttar Pradesh

Mobilises government schemes to strengthen livelihoods and essential services in Shravasti and Balrampur districts

Lucknow, June 10, 2026: Tata Motors Foundation’s  Integrated Village Development Programme (IVDP) has positively impacted over 4,500 lives and facilitated the convergence of government schemes in the aspirational districts of Sharvasti and Balarampur in Uttar Pradesh. The programme represents the replication of the company’s convergence-led rural development model that aligns with both central and state government schemes, catalysing sustainable and community-driven transformation at the grassroots.

Shravasti and Balrampur rank among India’s most underserved districts, with 74% of Shravasti’s population living below the poverty line, average per‑capita income remains just above ₹42,000. The districts face persistent challenges such as low literacy, limited irrigation, high unemployment, malnutrition, anaemia, and seasonal migration.

To address these structural gaps, Tata Motors Foundation has partnered with Aga Khan Foundation and BAIF to implement IVDP across the Gram Panchayats of Khalifatpur and Achraura Shahpur in Shravasti and Takhtarwa in Balrampur. Working closely with the district administration, the company co‑created a comprehensive action plan that prioritises measurable socio-economic outcomes, strengthens community interventions and governance systems.

Commenting on the initiative, Vinod Kulkarni, CEO – Tata Motors Foundation, said, “Our partnership with the Government of Uttar Pradesh is a strategic milestone in our rural development journey to embed the IVDP model in Shravasti and Balarampur, one of India’s most underserved regions. By fostering community ownership and robust government partnerships, we aim to create a sustainable impact on the underserved communities in rural Uttar Pradesh. Empowering over 4,500 lives and mobilising government schemes in Shravasti and Balarampur in the first year of implementation is an encouraging step towards bringing livelihood opportunities and governance closer to the people who need them the most.”

Awanish Awasthi, Senior Advisor – Chief Minister of Uttar Pradesh, said, “The Government of Uttar Pradesh is deeply committed to bringing aspirational districts into the mainstream development. Our collaboration with Tata Motors Foundation in Shravasti and Balarampur reflects this vision. With its foundation in community participation and ownership, the IVDP programme in Shravasti and Balarampur is emerging as a role model for integrated rural development in the state. The success of this governance approach encourages us to consider replication of this programme across other aspirational districts and development blocks.”

Launched in 2018, the Integrated Village Development Programme (IVDP) has evolved into a national model for rural development and community self-reliance, spanning nearly 200 villages across 103 gram panchayats in 5 states. In FY 2025-26, the programme positively impacted over 1,15,000 people and aligned with 50 government welfare schemes worth Rs 20 crore to strengthen grassroots governance and institutional capacity while ensuring access to public resources. While the government welfare architecture is extensive, IVDP bridges the last mile by strengthening local institutions, closing documentation gaps and building the governance capacity that allows villages to sustain progress independently.
